Can You Over Tighten a Seat/Safety Belt That Holds A Car Seat In Place?

My B/f uses his knee in the car seat and pulls the seat belt as hard as he can to keep the car seat from moving. The little plastic lock end looks like it's going to break from being so tight. It's extremely hard to unbuckle whenever we move it. Is it

It is possible to overtighten a seat belt... but you should put a knee in the seat to tighten it. You want the seat in *tight*... but you do not want to damage the seat or the seatbelt.
