What is the best way to control tenant heat?

I am a landlord for a 3 family house. The thermostat for the entire building is in one of the tenant's apartments. I would like to control the thermostat from my apartment but have the temperature read by a remote sensor placed in one of the tenant's

It is possible to get a thermostat with multiple sensors, both inside and outside. For this item, you will want to contact a qualified HVAC company, not your local hardware store. You may have to install zoning dampers or separate systems for each area.
